The Comment command can be used by the template author to include comments into a template.
The command is ignored during the document assembly itself, and will not occupy any space in the merged document. If the Comment is the only text in a paragraph, then the entire paragraph will be removed from the merged document.
An example of a Comment would be:
<<Comment(This template is the latest version of the Invoice, but for previous versions, see the templates whose names start "Invoice")>>

Note that the Comment command was introduced in Version 3 of XpressDox and so is not available in previous versions.
